That's kinda' "urban legend" material.

Stations will test a song another time or two once it stiffs out on a test (either because it was a "what if" possible add or a song the station had been playing that "went bad"). But we've all found that if a song does poorly on several successive tests, it is not coming back.

Of course, songs that are at the "newer than most" end of the playlist era spectrum may get tested repeated times over a several year period to see if the listeners to the station today like it, even if the core a year or three back did not.

Much of the purpose of a library-based station's music test is to see if there is anything that can be added to keep nearly static playlists as fresh as they can be. So we scour MediaBase and BDS for cuts we might have missed that other comparable stations are playing. And we check our previous tests for songs that came in just below our cutoff score to see if maybe they are rested or for some other reason ready to be played.

When stations in a format have the playlists of all the comparable stations across the country, plus any research that ownership has from other markets, songs don't disappear unless they are really negative.
