iHeart already had KGB-FM, dateing back to when it was the added FM for 1360 KGB (post-NARBA frequency), one of the early San Diego AM stations.

Since they had the calls on the FM, they can also use them for an AM or a TV station under common ownership.

Also, if a licensee had 3-letter calls, gives them up and wants them back they can do so if the ownership company has not changed.
